A silly little "white guy/black guy are chained up and team up to escape from imprisonment and save each other from corrupt law enforcement" action comedy. It's no The Defiant Ones, a far superior version of a similar story. Bafflingly, I remember way too much about this movie like Fishburne using a harmonica to keep a tempo, Death By 1000 Paper Cuts, someone getting shot through the peephole etc. etc. Totally forgot Salma Hayek is in this movie, nothing to cap and she's playing one of those forgettable suburban characters she plays when she's not playing sexy in a movie.
